It would be good for any thief that is wanting to just steal and not assass. That extra dex along with sg's and AoH on a halfling would be really nice.

If it was sold in stores I would understand that modifiers, but I was thinking of it as a one a day. It would become pretty worthless taking away 3 str just for the one extra dex. Maybe make the drop rate less than actually one a day, but it would depend on how hard the boss is.

I'm sure there are plenty of people just going around stealing and not even bothering to attack people. Along with myself, I'm sure plenty of people would buy this or go kill the boss. Plus, if you really do feel the urge to kill someone or something, just unequip it.
Edit: This post was in regards to the -3 str, +1 dex idea.

look at featherd boots, ive seen quite of people with that, and it has big set backs. and if a boss would drop that, i personally would like to see it have a low drop rate, even if it is hard to kill and is a spawn-a-day boss. I personally dont feel like seeing a bunch of 24 dex thieves running around stealing everything i got and when i reveal them not being able to do anything about it. And thhink, add feathered boots into the mix, and we now have a halfling with 25 dex. That'll be hard for just about anyone to kill.
