Personally I think the deserts the best. If you go deep enough in you don't get pked, and you can get quite a nice amount of gold along with good exp.

how many do you have? I'd suggest avoiding the RG, barracks, early part of the desert, and most other places..maybe train in the shallow stream before the swamp..thats about the only place it seems like pkers dont check..i dont really train there though...maybe i should start to..it is good exp...

Well, if you can, I find the best place to level a fighter is on the Atrium Monarch. I know it's rare being able to catch him alive, but Devals exp used to rocket when attacking that, plus I got a pally to 28 in no time on it. My Pally... my pally  ... My lil old pally Atlas, until he became inactive and couldn't be restored cus they couldn't fin record of him ever existing... and then his name has got taken too, thus disallowing him to ever be seen again. * Deval sighs.
