He has been responsible for the mutations of wildlife in the area, as well as the horrific experiments you've uncovered here. He stands almost 6 feet tall, and has a maniacal look upon his face. He seems to have been mutated by his own experiments, as he is demonstrating super-human strength, agility, and endurance.
