in the center of the subterranian cavern it says there is no way you can get up through the hole in the ceiling yet you can go up!

Do you mean at the back of the sewers? There is a hole there, but you can't climb up it.

Subterranean Passage: You are in an underground passage. The passage slopes upwards to the West, and there is a hole which slopes steeply Down to a large cavern below.

My guess would be that you were not always able to get out, once you went in. The only way out was probably to make it to the log to local square at the end, or to die.

Oh, now I see! My guess was that you could not climb out originally, and had to exit via some other means.

It is probably wise not to make it so you can't climb back up as the area is often found by newer players; but what would players prefer? To fix the description, or make it so you can't actually climb back up that way?

Seems to me as though it's supposed to mean you can't leave the area by going up.
Perhaps when you go up, it should say something like You attempt to climb the slope anyway. Failing, you manage to reach another cave. - You know what I mean..
