Raw skill? Ha! Like it requires Raw Skill to press a Macro key or click on a picture.
The only raw skill I can think of it training the characters to a high enough level to compete in these events. (Can't really say rolling needs skill as its based on luck.)
I agree with Alone on the fact that it isn't exactly fair that some classes cannot use all of their abilities in a fight (However I can understand there would be a few dicks that would try and annoy everyone by standing covert/invis/camo for a long time and hope the other person just gets bored and gives up. lol) And also that if people want to devote their time and energy to buy/get these Potions, how is it any different from someone working constantly to get a rare boss drop thats more powerful than the ordinary equipment availible in the shops?
