I don’t think having 30 base damage makes up for dropping one dex, strength, and 10 armour. Consider the Great Axe again; is it really used that much in game? I think a lot of people would rather use a pike simply because the armour and dexterity penalties have quite a negative affect.

Con loss could be weakly justified by the fact that it is a mask, not a helmet, whilst still giving some form of protection, it leaves oneself open to more damage from a strike around the back on the head.
Now I know this is prudish, but allow me to clean up Rich's blatantly ugly description.
Mask of Evil:
The mask is forged with pure gold, and thus, is an artifact of great value. A black leather strap spans the back of the mask to hold it in place in the heat of combat, while two bones of unknown origin protrude majestically from the forehead of the mask, creating a sinister and powerful affectation.

If I recall correctly, the strength modifier is a bonus (not penalty); the size/weight of the axe adds to it's potential damage.
