Halflings hit often, but not hard.
Humans are all around, hit often enough.
Gnomes hit good for 17 strength.
My overall impression would have to be Dwarf.

Depends what the Thief is being used for...
For stealing, obviously a Halfling. For pk'ing, a Dwarf. Humans are rounded in a sense and Gnomes are great Mage killers.
