To the best of my knowledge . . . no
RF is a strength modifier and stealing is based on dexterity to steal & Constition to move round covert (The more con you have the longer your stam lasts I think)

cuold be nice for powertraining lower lvl's  since they don't steal much and if it increases stealing chances it would be good to cast it upon your low lvl thief

well I tested it when power training baby/journeymen and adept thieves . . . for the mana used and duration of spell . . . even if it did make any difference (which btw I didn't notice) its really not worth bothering with . . . .
thats just my opinion anyway
