i think that stealing gold should be work better
so that u get all the money somebody/-thing carry(cut the goldbag from the belt)
but u use all stamina like the assassinate-abillity
so a thief can observe a target and if it carry much gold u can try to steal all the money
and when u miss u have the problem with no stamina
in that case stealing will be better but more dangerous too

where is the difference between getting pked?
lose u only some percent of your money by getting pked?
no
u will lose some items too(maybe)
i think it is realistic that u steal the bag and not only two gold coins of a bag of coins
i think that pking is much easier than stealing and more profitable now(and all classes can pk)
and to your example with the 40k
if u dont want lose your money go more often to the bank
u can lose it by pking too(and there u will lose exp)
this is not a reason again this idea

Maybe calling the current steal gold ability *Pick Pocket* or something like that (uses 1 stam to steal a % of gold)
And call this new ability *Steal Gold* (uses all stam to steal all gold perhaps make it a lvl 26+ ability so it cant be cast without 5 stamina)

I think you should use all stamina and come uncovert. That way, you wouldn't go around taking everyones money in sight. It would be a little risky. Pretty much what Insaneninjaphreak said.
