scroll does not stop lag, you still recieve the information it just doesn't show it. You use scroll because you want to be able to copy + paste something or read something, and not lose out on whats going on in the chat, so afterwards you can read pages etc.

scroll helps a lot actually.. with 10 alts all but one scrolled i can run from boars to bt quickly and all the alts will be intact. with scroll off i usually lose 7-8 alts in the sewers to d/c's
also even with only 3 alts on and a lot of other people (ie at a boss) i can have max 1 alt not scrolling otherwise i lose them all to dc

Yeh it doesn't help with the lag in terms of your connection but it certainly makes it easier for your pc, since it doesn't have to print to all the textboxes.

quite right, cpu of your system is the issue there, not your internet speed
