With close on max stats. No.

Go for a halfling, 23 dex with an AoH and SG's which are easy to come by.

My half elf is a 6 stat.
He now a level 17 druid, but someone told me that I should make it a ranger I just wanted some people's advise weither or not I should.

well i have a half-elf arch ranger... they really arent that bad but i agree with andy in saying they really arent worth it.

But there are also good factors of having a half-elf ranger

High char(handy for dueling)

Since half-elf can get 19 con instead of 18 like halfling in most cases higher hp will occur.

If you really look into it they both make a good ranger but i'd stick to halfling personally ;)
