Not sure if this is a common thing or not, but on both my paci and my cleric, in the spells section, If you scroll down to click on a spell, then scroll it up again the spell chosen doesn't stay set.
In other words...
ex: You want to use Justice Zone so you scroll to it and set it by right mouse clicking it and highlighting it.
Then you click onto the scroll up arrow.
Te spell doesn't remain assigned to anything (unless it is macro'd).

there was a command called /hide and /show
you can /hide spellname
and /show spell name
you could hide the spells that you don't use so you could see justice zone.

i use all the spells on my druid, yet this happens to me all the time, im not going to hide a spell im going to use 1-2 minutes later just so i can have a right and left chosen...
