This would be under staff but above crits.

They would be unpkable (like a pacifist).  They would run around nightmist in search of player misconduct.  But to make it fun... they can't just ban people, instead they have an ability called "Arrest."  They could also have track (seems right) and maybe something like "Summon Guard Dogs" to attack the criminal.

Arrest: Probability of success would depend on targets HP and current Stamina.  If the target is full health... then arrest has a Very low chance of working.

Summon Guard Dogs:  This would summon a Guard Dog (only one at a time) the guard dog would automatically track the officer that summoned it, and would ONLY attack the criminal or "target." The same Guard Dogs from the scarlet dagger thieves guild would be great, maybe a little stronger.

The only way to escape is RUN like the wind.   ;D

Send them to jail of course.

Once there maybe the officer can decide How long that crit stays there.

This would be good to take care of language abusers.  The staff isn't always available.

Maybe they can be used for trades too.

This isn't a character class.  It's like a staff position.

You can't just make an officer.  Staff appoints certain trustworthy players to take care of this job.

Does JLH want all players to email him for trades?  This is still a very good idea to help free up staff, so they can work more on game development.

I agree with Spekkio. It'll save the staff members time from annoying trades, or troubles through out the game. I'm not even sure if JLH banned the people for cursing, or harrassment. So I think there should be officers, and besides... why do we have jailhouses but no authorities????

He doesnt want emailed about trades, thats where patience comes in as of now, if there arent staff on then no trade, but the automated trade system will allow for you not needing staff for trades.

A police officer would be lots of fun! It'd make the game seem more lifelike. But you do know that the naughty people will still slip by even if we had these officers? Ah well I doubt this idea would be even used.
