People may be able to submit ideas for quest, If they win, they get to run the quest-- items supplied by staff (rare/not). Example-- This person creates the type of item in maybe the mansion, put some keys around unusual monsters. There can be a treasure room at the end, yadda-- I suppose you can make keys limited, so there will be less people going through the quest.

I'm not saying my idea is good at all, just an example.
