there should be a place where only people with no pks should be able to go, to train on good exp monsters, only level 15+ chars. or a holy city with every item for cheap and only levle 20+ people with no pks *or under a certain number* should be able to go

not bad, only thing is, un-holy people can just make a "holy" crit and go and get stuff cheap

it's not that hard to go without killing anyone, thats why you have alts if you really want to keep a crit clean of pks.
