It's been like that for since Pacifist were first made..
I remember memoing a staff member asking about it, but i never got a reply...

In one of the updates, JLH made it impossible for this. The way they did this was by making their own clan. It is now impossible to do this.

It's my understanding that in the next upgrade Pacy's won't be in clans, not even as chairman....
