i/o error 32 on Richtx32.ocx HELP!!!

Ok, i'm a first time user, and i tried to install the game, but got a nasty message that said this: "D:\Windows\System32/Richtx32.ocx An error occured while trying to replace the existing file: I/O error 32." it asked me if i wanted to retry, so i did, but the i still got the message, so i ignored it. the game seemed to install correctly, but now i can't connect. i tried to telnet to the server, and it connected fine. so it must be the instalation. oh, and i did try redownloading the file. i also researched it on the net, but came up with little answers. any help would be greatly appreciated. thx

Close all programs, reinstall.
Oh, and make sure you're permitted to install programs... Ie on windows 2000, NT or XP you must have administrator privelidges.
