As far as I know, when Justice Zone is cancelled on a square, the players on the square besides the paci. are not notified of it... it would make sense to add it because a paci and his pking friend could set up jz and page each other setting up a 20 second window to pk then set jz back up and no one would realize it was turned off in the first place until it was too late... dunno.. post comments here

Players on the square get a message when the paci runs out of mana, thus ending JZ, so yeah i guess it would make sense if they turn it off by re-casting
