win95, 98, me - limited to 4-5 depending what else is running.
nt4, 2k, xp - no known limit as such, main memory will run out tho slowing the machine.

I run 98 on a 56k modem and the most I had logged on at one point was 6 crits. Laggy as hell for me, but walking slow worked. Only time I lagged out was trying to run a little faster when going through the sewers.

Edit: I got 52 logged on.. which took me 3 full accounts and starting on the fourth. Then I started getting run time errors and then a few of them got disconnected.
