Is it worth it to add boots of time to an elf cleric? how bad will the 18 dex, since there is a -1 mod on it, affect your ability to heal?

depends whether you would rather get hit slightly more, or heal for slightly more. The wisdom also would give ya extra resistance from magic al atatcks but depends what benefit you would rather have.
